{"id":4171,"date":"2026-07-02T11:16:56","date_gmt":"2026-07-02T11:16:56","guid":{"rendered":"https:\/\/menamagazine.com\/?p=4168"},"modified":"2026-07-02T11:16:56","modified_gmt":"2026-07-02T11:16:56","slug":"saudis-are-skipping-developers-to-build-their-own-homes","status":"publish","type":"post","link":"https:\/\/themena.com\/index.php\/2026\/07\/02\/saudis-are-skipping-developers-to-build-their-own-homes\/","title":{"rendered":"Saudis are skipping developers to build their own homes"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Saudi Arabia\u2018s clampdown on land hoarding is prompting citizens to buy plots and build their own homes, analysts say, leaving developers struggling to sell higher-priced luxury residential projects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The most up-to-date figures from the country\u2019s General Authority for Statistics show that in April, the number of building permits issued rose 28 percent (7,350) compared to the same month a year earlier (5,740).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This increase is in spite of a slowdown in home sales. Residential transactions fell by half in the first quarter, according to real estate agency Knight Frank Mena, with the total value of sales dropping 57 percent to SAR22 billion ($5.7 billion).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last year the government\u00a0<a href=\"https:\/\/www.notion.so\/Saudis-are-skipping-the-developer-and-building-their-own-homes-38aec8c3642080fbb04ac4c78422827b?pvs=21\" target=\"_blank\" rel=\"noopener\">r<\/a>aised the white land tax\u00a0to a maximum of 10 percent, aimed at landholders sitting on undeveloped plots.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The tax applies to vacant parcels above 5,000 square metres in designated zones, on a sliding scale from 2.5 percent in outlying districts to\u00a010 percent\u00a0in the highest-priority development areas. The levy has risen in stages since 2015, when it was introduced.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The tax has driven down land prices in Saudi Arabia more broadly, including plots under 5,000 square metres.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Faisal Durrani, head of research at Knight Frank Mena, said the tax was \u201cobviously designed to encourage landholders to build\u201d \u2013&nbsp;sometimes too well. \u201cIn some extreme cases in Riyadh, we\u2019ve seen land prices declining by 20 to 30 percent,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Durrani said Saudi families who had \u201cpreviously committed to buying real estate off plan from third-party developers\u201d are now withdrawing and buying land instead.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He pointed to the pull of building your own home: \u201cCulturally it\u2019s quite significant.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Durrani added that he remained \u201cconcerned about an oversupply of luxury housing in the market\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Developers, he explained, \u201chad to go down the route of luxury housing\u201d to make land economics work, which \u201ccreated gaps between what people are willing to spend, and what developers are planning to deliver\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In May that\u00a0foreigners were not buying up Saudi homes, as authorities had hoped, due to the war in the region. Many of the\u00a0homes pitched to foreigners\u00a0are luxury developments in the giga-projects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jonathan Barnes, head of deal advisory at Knight Frank KSA, said the current wave of land sales is unfolding in the white land tax\u2019s first full cycle since the revised framework took hold.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Once a white land tax penalty invoice is issued, selling a plot, transferring ownership or using it as collateral for a loan becomes more complicated, prompting many owners to sell their plots before the tax is applied.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Barnes called it \u201ca paradox\u201d as a tax designed to activate potential sellers may make the plots less attractive to buyers and lenders because the tax liability makes the transaction more complicated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Knight Frank\u2019s own forecasts suggest Saudi Arabia needs 830,000 new homes by 2034 to keep pace with population growth.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Saudi Arabia\u2018s clampdown on land hoarding is prompting citizens to buy plots and build their own homes, analysts say, leaving developers struggling to sell higher-priced&hellip;<\/p>\n","protected":false},"author":2,"featured_media":4260,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[15,7,65,366],"tags":[22,875,372,160,66],"class_list":["post-4171","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-business","category-mena","category-property","category-saudi-arabia","tag-business","tag-homes","tag-property","tag-saudi","tag-saudi-arabia"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v28.1 -
